Leo He Liu

He Liu has spent most of his career in Chinese civil society, where he has worked on various rural development projects in cooperation with universities and local NGOs. He consulted for the Bill & Melinda Gates Foundation on China strategy, grant-making, and communications in global health and development, especially in the early days of the Covid-19 pandemic. His most recent endeavor was founding Charity Box, a first-of-its-kind charity evaluator in China that measures and recommends charities to philanthropic donors based on cost-effectiveness analysis.
