During an unprecedented year of global elections, the changing season draws us ever nearer to the consequential US presidential election and the third winter of the war in Ukraine. This week, our focus turns towards the Atlantic where we see growing discourse on the viability of Ukraine’s use of long-range missiles, Zelenskyy’s recently unveiled ‘Victory Plan,’ and renewed concerns over escalation between Russia and the West.Â
In the lead up to Zelenskyy’s visit to Washington to pitch his ‘Victory Plan’ - including an entreaty to deploy long-range missiles allowing Ukraine deeper reach into Russian territory - The Washington Post covers the ongoing debate over weapons restrictions in Ukraine, suggesting that it’s sowing division within the current administration and amongst US and European allies. Zelenskyy’s plan is explained in greater detail in The Kyiv Independent, and an interview with the Ukrainian leader is featured in The New Yorker.Â
Al Jazeera sheds light on the long-range ‘Storm Shadow’ missiles, exploring the ramifications for relations - and potential escalation - between Russia and the West if the latter were to lift restrictions. Outgoing NATO secretary-general Jens Stoltenberg weighs in on Ukraine’s potential use of long range missiles and the growing partnership between Russia, Iran, China, and North Korea in Foreign Policy.
A podcast from The Council on Foreign Relations provides expert perspectives on the future of US policy on Russia and the risks posed by escalation between the nuclear states. The West’s quagmire in countering Russian aggression without triggering direct confrontation with Russia is explored to considerable depth in The Washington Post. State media agency TASS interviews Foreign Minister Sergey Lavrov who provides a Russian perspective on relations with the US and broader international community. An argument put forth in The Insider critiques Washington’s policies on Ukraine, studying the financial ramifications of the Biden administration’s alleged hesitation and warning of the impending October 1 ‘expiration date’ of close to $6bn of Ukraine aid allocated by the US Congress.Â
The tangibility of US presidential candidates’ plans for ending the war, despite lip service in favor of peace from both, are interrogated in a piece from Reason. Al Jazeera provides an explainer on Trump’s plan to end the war as presented by his running mate. In The Kyiv Independent, five prominent Ukrainians respond to Donald Trump Jr. and Robert F. Kennedy Jr.’s Op-Ed cautioning against allowing Ukraine to deploy long-range missiles into Russia. The role of US domestic politics is touched upon in Responsible Statecraft’s argument for a bipartisan approach to working towards what the authors hope is a shared goal: bringing about an end to the war and stability in the region.Â
Beyond the halls of Washington and across the Atlantic, the EU is set to loan Ukraine $39bn to rebuild the country’s battered power grid and to increase the country’s heating capacity ahead of winter as reported in Al Jazeera. Responsible Statecraft posits that a recent vote on lifting weapons restrictions for Ukraine suggests that EU leaders may be out of step with European public sentiment. One piece from The National Interest offers insight on Poland’s role in supporting the Ukrainian cause through both financial and humanitarian means, while another explores the Kursk incursion’s impact on the viability of peace negotiations amidst some renewed European interest in advancing a diplomatic end to the war. The Moscow Times examines Finland’s assessment of the threat posed by Russia, comparing it to the assessments of neighboring countries.
Finally, we consider the disentanglement of interests and ideologies between Russia and the West. A Meduza podcast on the recent flurry of US crackdowns on RT and the Kremlin’s covert influence operations sheds light on the information war. The challenge of ending Western reliance on Russian natural resources is covered in Novaya Gazeta Europe. The former publication also covers the Kremlin’s recent move to streamline the immigration process for those who share in Russia’s ‘traditional moral and spiritual values’ fleeing Western ‘destructive, neoliberal’ ideologies.
